plaster ceiling, rewiring second floor.

here is the issue,
1- we have popcorn plaster ceiling on a second floor bedroom that we dont like and have cracks and a little sagging on one section.
2-we would like to update the electricity but have no attic, no access to area above attic.

i had originally thought the ceiling was drywall and thought of taking it down to provide access to electrician.
i am now rethinking that.

should i just drywall on top of the ceiling and if so how do i provide access to rewire the second floor.
