People can play with pressures; but unless they have the instruments to know what the resulting pressure is, there is no safety.

"Do-It-Yourselfers do not have the tools, nor training to use them; so when a new part is put into a machine, there is no guarantee the new part will solve the problem. Thus the device that had a new part installed without adjustment with the right instruments probably won't work right, so is labeled a 'lemon' and a new heating or cooling machine is purchased to replace it. Hopefully, the new machine adjusted at the factory will work satisfactorily until an adjustment of a part or a new part is needed. But that is a hope, as the installation and operation instructions that come in the box require the installer to adjust the new machine to the circumstances before leaving the first time it is used."
