That should suffice, yes. The harness to the burner should be receiving power (120 volts) when it should be heating.

*Testing on a 'live' appliance can be very dangerous. If you are unfamiliar with common safety practises you might want to consider leaving it to a professional.*

The part you linked to is actually the high limit thermostat. The thermal fuse (see the following link) should be on the blower housing.

It (and the thermostat for that matter) should be able to be tested for continuity to see if they are defective or not.
