It's possible that the garage floor was intentionally sloped for drainage, but either I've never noticed such or the builder built the house for himself.

Either way, that would not be the most important factor to consider in this case. The most important factor would be weather or not oil and grease had leaked onmto the concrete--in my estimation. If oil, grease and other such things leaked into the concrete, it's likely those products have soaked down into the capalaries. Since glue will not adhear to oil or grease, you can't glue any carpet to the floor, so you would havge to use the stretch-in method--with tackstrip, carpet and padding.
