While I am not an expert. I would terminate the contract and find another contractor.....If he is not concerned about the roof you could imagine what the condition of the electrical,plumbing, and sanitation system. I have VERY rarely seen roofs without tar paper.....the contractor is pulling a fast one...run!!!!!!!!!
