Sump Pump freezing

I have an ongoing problem and am looking for ideas. I live in Minnesota with very cold winters. My sump pump runs ALOT even during the winter months. So much that I cant drain it into my yard or it will make a pool of slop in the summer and ice in the winter. The city resolved this by installing a 4 inch PVC type drain pipe which I am able to dump my sump pump into. Basically my sump drains out of my house in 1 1/2 inch PVC and then dumps into the 4 inch PVC where it has to travel about 600 feet into the storm sewer at what appears to be a very gradual slope. This 4 inch drain pipe is above the frost line and eventually freezes solid every year. It was frozen from Feb-April last year. Any ideas on how I can keep the 600 foot 4 inch PVC from freezing up?

Im trying this year by throwing a few handfulls of de-icing salt in the line every week or so. It remains to be seen if that will work. An other ideas???
