depth of frost's immaterial UNLESS it causes heaving & pipe breakage/separation,,, for a 600' run, 2' is fine while 1' is too slight,,, hot wtr may work but, if there's a 'belly', it'll freeze-plug again,,, was slotted pvc (ads black corrugated pipe in 50' rolls) OR white sewer/drain white pvc used ??? slotted may have caused fines (dirt) to enter the pipe,,, suspect you'll wind up digging this line & resetting in the 'no-thaw' zone.

hint - some plumbers have tv snakes here so you may try that to look inside the pipe before tearing up the lawn again,,, you got lucky the city placed the line imo - unlucky it didn't work
