this'd be very unusual - maybe even a 1st in residential construction,,, better ck the base of the water htr again,,, POSSIBLY the legs've been placed into wet concrete & wtr's 'pumping' up from below the slab but i'd vote for the former over the latter.
either that or you've the oddest wtr htr stand i've ever seen ;-)
