Gas Flue Pipe (bottom open)

CO alarm has been going off in the house when gas furnace is running. Questions about my flue pipe. THe flue pipe comes out of the side of the crawl space, then there is a T which connects to vertical pipe up to roof (~10ft) and then a short pipe down (~6") with an opening at bottom. I'm not sure if that bottom opening is supposed to have a cover on it or not? It's wide open right now (it's a 4" opening). Could this be causing my new problem?

Flame still looks blue and everything else looks good! CO level at 65 so getting close to calling fire dept.
