Bad product choice for this purpose.
check the mfgr's website(Flood corp.)
They specifically say that emulsabond is not to be used on interior surfaces due to the mildewcides it contains, and that it is not appropriate for glossy or non-porous surfaces.
Emulsabond is designed to improve adhesion to masonry and chalky, porous, or badly weathered exterior surfaces.
Your scuff sanding procedure to create a bondable surface is good; also there are prep products such as Liquid Sandpaper that are very good at chemically dulling the surface. There are also high adhesion primers that can be used, and of course many modern latex/acrylic paints bond just fine with no other help as long as its a clean surface.
