Sounds like you have water sitting under your floors. You will have to have mold remediation - remove flooring and bottom few feet of wall board. Then examine for rot, and fix water problems. It is expensive, I am sorry to say, but is is a SERIOUS HEALTH AND LIABILITY issue. If your tenant developes health issues, you can be held liable. I am not sure the affected areas are even inhabitable in the described condition.
