The concept of an energy star heater is more hype than reality, considering that any electric heater you get will put the same energy into the water with the same electric element rating. The difference then is the amount of insulation around it, which you can add yourself.
You'd do as well getting the cheapest water heater, insulate around it, put in valves and disconnects for the next time and swap them out every 5 years or so.
