electric baseboard heat. Is hydronic more efficient?

I have a 50 year old condo with electric baseboard heat.
Common sense tells me that after 50 years the electric baseboard heaters are not as energy efficient as when they were new.
For this reason, I am thinking about replacing them.
I have heard about hydronic electric baseboard heaters. Are they more energy efficient? Are they worth the additional cost?
