Novi American jet tub

I have a Novi American jet tub and had a leak on one of the jets, tried resealing with silicone. Lasted about 30 days and started leaking again. Can someone give me some direction as to how to seal the jet flange to the outside of the tub? Was this post helpful? Yes: or No:
