Shower diverter valve not diverting all the water

I have a 1980's era Delta style shower with a push button diverter for the shower. When I push the diverter button in only about half the water gets diverted. I have tried replacing the diverter itself and that did not help. It appears that the diverter flap is not getting any kind of "seal" over the pipe to the tub faucet when it is engaged.
