Gummy Paint

I have been having the same problem except the paint I'm trying to strip is in my kitchen. It too is "gummy" or "rubbery" to remove. Weird thing is, on the visible side the paint is white, yet underneath it's like a sky blue color. Really crazy. But if any of it is lead-based (the house I live in was built in 1905) I want to remove it a.s.a.p. because it is where I keep my groceries after all! Has anyone else had this problem?
