The best way to remove the 3 to 4 inches of dirt is to loosen the soil with a rototiller. I had to remove 6" on one side of a 18' pool. If you use a 6' level attached to a 20' board you can slide it back and forth to get the ground somewhat level. Then I used a laser level in the center of the pool and made a 18' diameter circle out of plywood about 2" deep and staked the circle 2" above the soil. I then added masson sand and rolled it off. When I placed the pool in the same location this year all I did was take a leaf rake to level out some of the high spots from winter and rolled it. After two years the pool is off by 1/16". Even the Waterman (a local company with a 7000 gallon tank on the back of a truck) stated that he has never seen a pool of this type so level. It is a lot of work removing the soil, but once you back fill with sand and roll it, you will have a level surface for years.
