Not sure about the wire.. I would think that would be pretty easy to figure out where that come from.. plug the unit in an d carefully put a meter to ground on it for starters.

regarding the capacitors though, you wanna save a TON of money? DO NOT buy the standard "run start" caps, they're a rip off. You can replace the metal cans with polypropylene caps that will last longer and are cheaper than heck. (i'm an electrical engineer). If you know an engineer, you can get 'em for free, if not you can get them for about $1 each in voltage ratings from 400 to 1000 volts.

They're yellow tubular caps that look like they're made of epoxy.
