Make sure springs are on correctly and don't rub or bind.

With the mower not running the gov. spring should hold the carb in the wide open throttle position.

Move the gov lever by hand , it should move freely and not bind.

When moving gov lever make sure the gov shaft is also moving with it.

If that all checks out I would suspect a fuel restriction rather than an air leak. Pull the carb and give another good cleaning.
