refinishing an antique pedestal sink

I was just given an antique pedestal sink that was in my grandfather's medical office back in the early 1900's. It is truly a beautiful sink but unfortunately, the bowl part has stains that I cannot remove. There is one chip also but that doesn't bother me. My question is 1. Will I dramatically decrease the value by refinishing it? and 2. If you do recommend refinishing, how would I go about doing it? I live between San Antonio, Tx and Austin.
