Help. After 20 years my upstairs neighbor removed ALL the carpeting. The now have 3 youg grandchildren plus the 4 adults up there walking all night, dropping things All night playing dragging oversized toys etc. She will noy relay carpeting and management does not seem to want to do anything. I have been living here for 34 years and have done a lot of work in apartment and can not afford to move at my age. me and my grandson are completely stressed from lack of sleep. What can I do to muffle some of the ceiling noise. Its cheaper to do something that to move. HELP.
