moldy basement walls

Home is 10 years old. Certain areas of basement walls have been growing mold since shortly after home was built. We have cleaned with clorox...it came back. We have cleaned with some phosphate cleaner, dried well, then painted with Kilz...it still came back. Now it's appearing in places it never was before. Run a dehumidifier 24/7. Never see water anywhere in basement. Due to a mortgage company that disappeared off the face of the earth, we never finished getting all of the fill at the back of the house (west). That seems to be the side of the house where the mold is growing. The outside was painted with that black tar-like stuff. Blocks were filled with cement for stability. Any ideas?
