time UNLESS you 1st resolve that's happening on the OUTSIDE,,, how do you KNOW the blocks're filled ? ? ?
failure of the mortgage co's the reason YOU haven't finish'd the home ? ? ? the 'tar-like' substance's probably the code-rqd 3mil layer of dempproofing ( asphalt emulsion ),,, make friends w/your local bldg inspector 1st then find a competent contractor w/insurance, license, & verifiable references,,, my opinion, only - you need MUCH more than avail in this forum.
ps - don't try any drylocking type of products, either,,, clorox/wtr solution kills mold,,, nothing at the apron store'll help, either.
