I would tear it down to the first plywood layer. Install exterior grade plywood over the layer (perpendicular to joints and staggered). Install Schlüter-DITRA over exterior grade plywood per manufacturers directions. This membrane will behave as an antifracture membrane without adding a great deal of height to your kitchen floor (its only 3/16" thick). Then you may tile over the Ditra.
