The blue is caused by the underside of the vinyl getting wet. Perhaps it was installed on a rainy day? I would make them redo the floor. I work where we just had alot of apartments built, and many exhibit the same problems as yours. I wish we'd put our foot down with the builder - patching doesn't hold up well after a year. So, you can be a nice guy, or you can have a nice floor!
