Are the joists sagging in the center of the run (between the supports)? You indicate stove, refrig, etc. These are usually placed by a wall, not in the center of the joist. What is underneath the sagging area? Might have sinking supports?
If your joists are sagging in the center of the run, think about adding supports at the center.
Also, sistering boards will help with a weak floor. @x8 on 16 centers is weak by design.
