Enlarging basement windows

I have an older home(circ 1947)with a daylight basement. The basement windows on one side are small, say 4' x 2' mounted near the top of the concrete wall and I'd like to replace with taller say 4' x 5' windows.
The question is... can I have the concrete cut out, making the hole taller, not effecting the width...and not be concerned with structural "header" issues like I could if it was a framed wall?
