peeling paint... to repair or replace...

I have an older home. Trying to fix a few cracks in the
plaster showed me the paint is not adhered to the walls.
Is it possible to fix these areas or should I just strip
the old off and on with the new (plus primer). There
is no moisture in the walls, however, I suspect, the
original paint went on before the materials
underneath cured properly...

Thoughts, ideas, otherwise...
