My walls were very inconsistant as well as lumpy. I thought I would try to scrap off the wallpaper underneath and take the plaster off at the same time. When I sprayed the walls with water I learned that the plaster scrapped off very easy. OK - I didn't say it wasn't messy, but now I'm down to the original smooth plaster that I can either texture again or try to patch out and paint.
