It is more desirable to bleed the radiators when they are on and functioning. The water valve feeding the system with fresh water must be connected while you do this, as you do not want to lose pressue or you may suck air into the system instead of just remove air.
Be careful not to be burned by hot water from the system. Remove the paint from the painted valve before opening it as some chips may sit under the valve when you close it.
