carpet backing will only de-laminate if carpet has been completly flooded.rising damp will eventualy rot carpet.being brand new carpet in my opinion as a carpet layer this is either a manufacturing fault or bodgy carpet installation too which bot should be warranted by manufacturer or retailer.
