Not sure what you have now or if removing the shingles will expose the wall cavities, but any house should have insulation in the wall cavity such as fiberglass batts or blown in insulation depending upon how you can get to the cavities. Any foam insulating board on the exterior will also help and be advisable so the answer is both.
