Why do you want ventilation gaps in the wall around the windows? The whole idea is to seal the wall cavities around windows with insulation and then caulk any gaps to stop the airflow through the walls around windows. The proper procedure is to "open" the window when you want ventilation and "close" it when you don't. When you respond, PLEASE DON'T USE ALL CAPS cause it is hard to read.
