I live in a similar climate (OH) and my opinion on this has a to do with how your exterior basement wall was finished, if you have footer drains or not, and backfill material. In my scenario (new construction) I have inside and out footer drains and I backfilled with gravel. There is no reason for water to spend any time along outside wall, and I have no damp spots. I therefore will just put rigid insulation on walls, and rough in inside that. My brother-in-law did same thing in similar situation with no problems. In my opinion, if you don't have noticeable leaks/dampness, along with good outside drainage, I would side with not using it.
