The first issue to address is neither insulation nor ventlation. The reason for this is that the main reason for this problem is air leakage from the living space into the attic. The first thing to do is identify where air can move seal it. If you don't, it doesn't matter how much insulation or ventilation you add, it won't solve the problem.
