Like bc said, if you don't have a moisture problem, carpets are fine in a basement. I and my neighbors all have carpets. Mine was installed over an 8-pound pad, no vapor barrier, directly on the concrete floor.
We have humid summers and we do run our air conditioners. If you don't have central air or don't run i very often, then perhaps you'll want a dehumidifier in the late spring and summner.
