I do not like to add any new coatings of vera or poly unless I sand down and knock off the underlying coating so that my new coat will adhere and not cover up any areas that will soon chip or peel. You cannot guarantee that this will not happen.
In your case, I would get a professional or industrial buffer and two sets of disks and just do some buffing and then waxing. This will do marvels to your flooring anyway.
What you need is to re juvinate the finish that you have.
