I recently removed asbestos shingles from my house in New Jersey. Jay is right, there is no law preventing a homeowner from such a removal. Careful handling is the key, so that the tiles don't shatter. The health hazard for such a removal is minimal. Regarding disposal, in New Jersey, while it is considered a hazardous waste, it is borderline, and can be put out at the curb in small quantities (if is it properly double bagged and labeled). In large quantities it makes more sense to rent a dumpster, which is what we did. I commend Jay on his keeping track of how long it took him. My husband and I just kept working at it on weekends and days off from work until it was done, but it didn't take up a lot of room in the dumpster (its just heavy). Good luck
