We just moved into this house and the wallpaper was already painted. Wouldn't have been my choice to do this. The bubbles are strangely just in a few places in the middle of some walls, not near corners. Thanks for the syringe idea. I thought somehow that would be the answer. I'll give it a try rather than deal with stripping the entire room of the very old wallpaper now - I want to try and wait as long as possible because it is going to be a difficult job.
