The low frequencies generated by the elevator are very hard to stop. A layer of insulation board will probably almost do nothing. I would suggest you contact the Super and try to talk them into an elevator tuneup. The doors can be adjusted to limit the closing noise, and noise dampeners can be added or adjusted to the hydraulic system (accumulators) I am assuming the elevator is a hydraulic one. Good Luck!
