Basement walls

The mortar in my old stone foundation is getting very bad
and is in need of repair. How and what is the best material
to parge the walls. And what additives do I need to put in
to make it adhere to the cobblestone. I know I need to remove
all loose mortar and clean well.

One important note is that one of the walls is starting to
seep water. What can I do to waterproof the wall. Is parging enough?

Any help would be greatly appreciated.
