Remove the wallpaper and ALL of the residual paste, sand the surface with sandpaper, maybe 100 grit, to roughen up the surface so the paint will have something to adhere to, apply a high quality primer such as Kilz or Bin, paint with a non-flat paint so its easy to clean. I don't think it matters oil vs. latex when done over good primer but others might give us their opinion...
