How 'bout some chimes or something to make some noise as they work on your fence? Talk to your local Animal Control Officer (or someone in the office.)
THere's urine from wolves and coyotes that can be bought in garden shops and maybe animal shops and maybe off of the web that you can spread around to deter them. Search the WEB too. I hear 7' electrical fences work.
