In general, I don't think it is a good idea to increase the drainwater load on your neighbor's property. You mentioned that your subdivision has storm sewers. It would be better, if you have the option to do so, to set up a drainage system in your backyard and route the water to the storm sewer. Check with your local neighborhood association or with the city or county authorities about necessary permits to tie into the storm sewer system. Get some help from a qualified landscape company or landscape architect, to make sure that you have a workable design for the water collection and drainage system.
