how to remove wallpaper that's been painted

I am moving into an older house -- every room has paper (some have several layers) that has many layers of paint on top of it. I'd like to strip it all down to the walls and start fresh. Is this even feasible? Would Dif work in this situation, or do I need to rent a steamer?
