What to use behind vinyl siding?

I am getting ready to side my detached garage. Will be installing over lap siding. In this instance would it be better to use 1x3 furring strips or is it ok to use the fanfold underlayment by itself. I'm not concerned about insulation value since it it not a heated garage. Thanks
