You could have a build up in your line, from the house to the city main. Have you had it rooted out recently?
I had this very same problem once in my home. I called out a plumber after I did all I knew about. The plumber sent in a remote TV camera and I saw the problem, my neighbor's pecan tree roots had entered my line at a connection point and started a back up. He rooted it out with the tree root blades and it has worked great since.
Then, you could have your adjustment in the tank not allowing enough water to fill the tank. Is the water level in the back tank as high as it should be?
