Yes, the Evap. Fan would be the main blower fan inside the house. It should be running anytime the outside unit is running. If it's not, then no air flow will cross the indoor coils and they will freeze up. I figure that the little pump beside the unit is a condensate pump and it won't run until the water level gets high enough in it to trip the switch and turn it on. Good luck again.
