cistern leaking through basement wall

I have a 200+ yr old house with a cistern on
the other side of one of the rock foundation walls.
The basement is always a little bit damp on that
side, but during a severe storm, I was horrified
to see water streaming through the wall.

If I drain the cistern, then what? Fill it in?
Put a pool liner in it? Try to patch the wall with
concrete?
