Was the fence "green" when built. Is this mold or tar?

I don't have allot of confidence in that mold prevention paint.

Is this all over the fence or just a few pickets or posts? Is it worth replacing the effected picketts?

This could be cedar heartwood if its posts and the stuff might be tar or pitch.
